Melvin Benn, the founder and creator of Latitude festival (among many others), has called for legislation on secondary ticket marketing for live music events. Ticket touts have been a constant thorn in the side of concert and festival organisers for years and Benn believes that a similar system should be set up akin to that seen for the London Olympics, in which tickets holders can re-sell their tickets at face value through a ticket resale scheme controlled by the London Organising Committee of the Olympic and Paralympic Games (LOCOG).

Benn voiced his concern in an article for the Independent with disastrous consequences if touting continues to go unregulated: "we'll see the emergence of a two-speed economy in the arts and culture."
